Sustaining the PSTN and moving to VoBB migration may be essentially similar strategies, the main difference being in timing.
Fixed operators can choose a voice over broadband (VoBB) approach or a MSAN approach to PSTN migration, but sustaining the PSTN for the time being is still also a credible option. This report looks at the latest developments in incumbent operators’ strategies.

This report provides:
an update on the PSTN/ISDN switch-off strategies of incumbent operators. It looks at the following three subsets of operators:
operators that are pursuing an active VoBB strategy, whereby end users are migrated onto VoBB with new customer premises equipment (CPE)
operators that are pursuing a MSAN-based approach to migration, whereby media gateways are inserted into the network allowing a transparent migration to IP voice in most cases
other operators that have no timetable-driven approach to PSTN/ISDN switch-off.
recommendations for incumbent operators wishing actively to pursue a timetable-driven migration off PSTN/ISDN.
